Scott P. Kirtley serves as a director in the firm’s Tulsa office. In addition to practicing banking, bankruptcy, and real estate law, Mr. Kirtley serves as the firm’s vice president and secretary.Mr. Kirtley is a Panel Chapter 7 Trustee for the Northern and Eastern Districts of Oklahoma, where he has served since 1988. He represents debtors in small- and medium-sized Chapter 11 cases. Clients include day care centers, machine shops, single asset real estate ventures, warehouse distribution, and individual professionals. He also represents creditors in Chapter 7, 11 and 13 cases in the Northern, Eastern and Western Districts of Oklahoma, and with local counsel in Texas, Louisiana, Virginia, Delaware and New York.His most notable cases include serving as a Trustee over five-related cases with manufacturing plants in Oklahoma, Utah and Indiana. Mr. Kirtley liquidated assets, including the sale and assignment of six contracts of work in progress, for more than $10,000,000, assumed and rejected executory contracts, prosecuted 75 preference actions, resolved 200 claims, and distributed funds to the unsecured creditors. Since 2000, he’s represented a regional bank in its bankruptcy matters from preparation of simple Proofs of Claim and Reaffirmation Agreements to Cash Collateral Orders to Utility Motions to Section 363 Sales and to Discharge Proceedings.Mr. Kirtley earned a Juris Doctor from the Oral Roberts University O. W. Coburn School of Law, where he graduated in the top five of his class. During law school he served as the editorial notes editor for the law review, assisted a professor with research and forms for a state-by-state incorporation guide, and was awarded the American Jurisprudence Award in Conflicts. He studied Journalism (News Editorial) at Oklahoma State University, where he graduated in 1981. Before attending law school, Mr. Kirtley was a reporter for the Las Vegas Review-Journal, Fort Smith Times Democrat and Tulsa Tribune.Additionally, he served as a State Court Receiver and adjunct settlement judge for the Bankruptcy Court for the Northern District of Oklahoma. He is admitted to practice law in Oklahoma, as well as the Northern, Eastern and Western Districts of Oklahoma, and the Tenth Circuit Court of Appeal. He is an active member of the American Bankruptcy Institute, National Association of Bankruptcy Trustees, Tulsa Bar Association and Oklahoma Bar Association.
