Fred attributes much of his success to the teachers who inspired him. After serving at the rank of captain in the U.S. Army JAG Corp, Fred joined the law department of PepsiCo, Inc. He then formed Rahal & Anderson with Jack Anderson in 1979, bringing his practice to us in 1986. He has practiced for years in the field of civil litigation, both state and federal, and is a member of the LegalShield management team.

James C. Orbison serves as president of the firm. With more than 50 years’ experience, Orbison assists clients in the areas of banking, business, commercial and governmental law. Additionally, he serves as a member of the firm’s executive and management committees.Mr. Orbison represents banks and financial institution and has been involved in nearly every aspect of banking including lending, restructures and workouts, corporate and individual trust matters, bond financings and regulatory matters. Mr. Orbison is lead counsel for the firm’s representation of the Tulsa County Criminal Justice Authority, Emergency Medical Services Authority, Tulsa County Industrial Authority, Rogers County Criminal Justice Authority, Rogers County Educational Facilities Authority and Rogers County Enhanced 9-1-1 Trust Authority.A graduate of The University of Tulsa College of Law, Mr. Orbison is a member of the Tulsa County Bar Association and the Oklahoma Bar Association. M. David Riggs founded Riggs Abney with fellow classmates from The University of Tulsa College of Law. Today, Mr. Riggs serves as chairman of the firm and as a member of the executive and management committees in the Tulsa office. His legal expertise includes civil litigation, government and politics, medical malpractice, personal injury and product liability law.Mr. Riggs has had several litigation successes, including multiple million-dollar jury verdicts as well as a top 100 jury verdict in 2013. He served as co-counsel in the state of Oklahoma tobacco litigation, which resulted in the country’s largest settlement ever achieved.Mr. Riggs graduated first in his class at The University of Tulsa College of Law in 1968. He received his master’s degree in philosophy from the University of Oklahoma in 1962 and his bachelor’s degree in philosophy and English from Phillips University in 1959.Mr. Riggs has been highly ranked by Oklahoma Super Lawyers, named to the National Trial Lawyers list of top 100 trial lawyers for multiple years, and was awarded the Oklahoma Human Rights Commission Human Rights Award in 1985, as well as the James Madison First Amendment Award in 1986 and the Angie DeBow Civil Liberties Award in 1988.Mr. Riggs has also served as chairman of the Access to Justice Commission, chairman of the board of the Oklahoma Wildlife Conservation Commission, chairman of the board of the Oklahoma Nature Conservancy, and chairman of the board of Youth Services of Tulsa.

Stephen B. Riley is an attorney in the firm’s Tulsa office. He is a member of the firm’s Business & Commercial Law, Civil Litigation, Criminal Law, Estate Planning, Family Law, Personal Injury and Real Estate practice areas.Mr. Riley earned his Juris Doctor from the University of Oklahoma College of Law in 1971. C.S. Lewis, III is an experienced litigator in firm’s Tulsa office. A community advocate, Mr. Lewis serves on the Board of Directors for the Tulsa Historical Society, Legal Aid Services of Oklahoma and ahha, formerly the Arts & Humanities Council. He is a member of the Oklahoma Bar Association, and, in 2017, was awarded the William G. Paul Oklahoma Justice Award for his commitment to the American promise of equal justice for all.Mr. Lewis obtained his Juris Doctor from the University of Oklahoma College of Law in 1971. He earned a bachelor’s degree from Washington University in Missouri.

Ken M. Smith is a shareholder in the firm’s Tulsa office. He has more than 40 years of experience in all areas of real estate transactions and litigation, along with expertise in civil litigation, estate planning and oil and gas law.Mr. Smith earned his Juris Doctor from The University of Tulsa in 1972. He received his bachelor’s degree in civil engineering with a minor in business from Oklahoma State University in 1965.Mr. Smith is a member of the Tulsa County Bar Association, Oklahoma Bar Association and American Bar Association. Richard A. Gann is an associate attorney with more than 45 years’ legal experience. He currently practices civil, construction, personal injury and product liability law in the firm’s Tulsa office.Mr. Gann earned a Juris Doctor from The University of Tulsa College of Law in 1974. He studied marketing and political science at Oklahoma State University, where he graduated in 1971.Mr. Gann is admitted to practice law in the State Courts of Oklahoma and all federal courts in Oklahoma. Michael C. Turpen is a partner in the firm’s Oklahoma City office. He is a member of the Business & Commercial Law, Criminal Law and Government Law & Politics practice areas.Mr. Turpen earned a Juris Doctor from The University of Tulsa, served as Muskogee County District Attorney from 1977 to 1982 and was elected Attorney General for the state of Oklahoma in 1982. He has been a partner at the firm since 1987.He remains politically active and appears weekly on Oklahoma City’s award-winning public affairs show, “Flashpoint.” He is a national public speaker, having keynoted conferences of the National Association of Attorneys General, the Fourth Federal Judicial Circuit, and the National Family and Juvenile Judges’ Association.Mr. Turpen argued before the United States Supreme Court in 1985. Don M. Bingham is a shareholder and past president of the firm’s Tulsa office. His areas of expertise include business and commercial law, civil litigation and employment law. He is also a member of the Civil Rights, Insurance & “Bad Faith,” Intellectual Property, Mediation and Appellate practice areas.Mr. Bingham has taken numerous complex jury trials to verdict in civil cases. Robert A. Nance is an of counsel attorney and director in the firm’s Oklahoma City office. His areas of expertise include appellate law, civil litigation, civil rights, environmental and resource law and government and politics.Mr. Nance’s most notable cases involve representation of the state of Oklahoma versus the tobacco industry and the environmental harm caused by the poultry industry. He also defended the Department of Human Services in a major class action case regarding the foster care system. Mr. Nance served in the Oklahoma Attorney General’s office for more than a decade, where he argued and won two cases before the U.S. Supreme Court.Mr. Nance is a member of the Oklahoma County Bar Association and Oklahoma Bar Association. A shareholder and director in the firm’s Tulsa office, Mr. Thomas provides transactional legal services and counseling relating to commercial business matters, commercial real estate and commercial financing. He represents lenders and borrowers by preparing documentation, negotiating, coordinating and closing financial transactions, including small and large credit facilities of varying complexity for small, mid-sized and major financial institutions. Greg James is a shareholder in the firm’s Tulsa office. He is a member of the Construction, Insurance & “Bad Faith,” Personal Injury, Civil Litigation, Product Liability practice areas.Mr. James has more than 20 years’ experience in insurance law, insurance defense, bad faith litigation, prosecution of personal injury claims, business and commercial litigation. Additionally, Mr. James litigates matters including roadway and highway construction, construction, and oil and gas. He has tried dozens of jury and bench trials to verdict in both state and federal courts in Oklahoma.A graduate of The University of Tulsa College of Law, Mr. James earned his Juris Doctor in 1982. He received his bachelor’s degree in English from The Citadel, The Military College of South Carolina, in 1977.Mr. James received an AV Preeminent Peer Rating by Martindale-Hubbell and has been highly ranked since 1998. Melvin C. Hall is an experienced litigator in Oklahoma City. His expertise includes litigating employment law and civil rights cases. He’s tried cases before administrative tribunals, state district courts, each of the three U.S. District Courts of Oklahoma, and the 10th Circuit Court of Appeals in Denver, Colorado. Mr. Hall was also nominated by President Clinton to be a Federal Judge in the United States District Court for the Western District of Oklahoma.Following an eight-year public service career with the Cleveland County District Attorney’s Office, and serving as executive director of the Oklahoma Human Rights Commission, Mr. Hall joined the firm in 1988. He was elected shareholder in 1992. He is passionate about, and continues to lecture on, human rights and the civil rights movement.Among many awards and recognitions, Mr. Hall has two scholarships in his name at his alma maters. He received the Association of Black Lawyers Opio Toure Champion of Justice Award, Oklahoma Bar Association Ada Lois Sipuel Fisher Diversity Award, Langston University Distinguished Alumnus Award and University of Oklahoma Black Alumni Society Trailblazer Award. Mary J. Rounds is a 1982 graduate of the University of Tulsa with a Juris Doctorate from the College of Law and Masters in Urban Studies. She is a shareholder with Riggs, Abney, Neal, Turpen, Orbison & Lewis, PC, and is the Managing Partner of their LegalShield Division. She is an attorney in the general practice of law, with emphasis on adoption, family law, employment law, special education law, and business law. Her litigation practice has included municipal defense, environmental torts, general corporate and commercial matters, adoption, family law, employment law, special education advocacy, tort litigation, and the representation of small businesses. She has been a staff member with the Neighbor for Neighbor Legal Clinic, a private nonprofit charity in Tulsa, and is on the Legal Aid Service Pro Bono panel. For 20 years she served as an instructor in the University of Tulsa Legal Assistant Program, teaching Business Organizations and Family Law.

Scott P. Kirtley serves as a director in the firm’s Tulsa office. In addition to practicing banking, bankruptcy, and real estate law, Mr. Kirtley serves as the firm’s vice president and secretary.Mr. Kirtley is a Panel Chapter 7 Trustee for the Northern and Eastern Districts of Oklahoma, where he has served since 1988. He represents debtors in small- and medium-sized Chapter 11 cases. Clients include day care centers, machine shops, single asset real estate ventures, warehouse distribution, and individual professionals. He also represents creditors in Chapter 7, 11 and 13 cases in the Northern, Eastern and Western Districts of Oklahoma, and with local counsel in Texas, Louisiana, Virginia, Delaware and New York.His most notable cases include serving as a Trustee over five-related cases with manufacturing plants in Oklahoma, Utah and Indiana. Janet S. Dumont is a member of the Employment & Labor Law, Employee Benefits & ERISA, and Healthcare practice areas in the Oklahoma City office. She represents both public and private employers, VEBAs, insurance companies, third-party claims administrators, health care providers, insurance agents and brokers.Ms. Dumont is widely recognized for her Affordable Care Act expertise as it relates to employers and group health plans. James R. Polan is an attorney at Riggs Abney practicing employment and contract law. Mr. Polan is a former Federal Settlement Judge, where he assisted parties in resolving matters amicably. He previously served on the Board of Directors for Living Arts of Tulsa and the Board for Ability Resources, which provides services for people with physical and/or mental disabilities. A graduate of The University of Tulsa, Mr. Polan received his bachelor’s degree in fine arts and master’s degree in literature and creative writing. Lori has been practicing law since 1987, and is currently licensed to practice in Oklahoma. She is a Shareholder in the Oklahoma Provider firm of Riggs, Abney, Neal, Turpen, Orbison & Neal and serves as Supervisor for the Firm's Traffic and Transportation Division, performing both administrative functions and litigating criminal and traffic cases in more than 320 towns, cities and counties in Oklahoma.

Rex W. Thompson is an attorney in the firm’s Tulsa office. He has experience in the areas of workers’ compensation, personal injury, employment law and school law.Mr. Thompson’s most notable cases include representing hard-working employees of the state of Oklahoma who were wrongfully terminated from their positions. Additionally, Mr. Thompson was the firm contact and handled most of the representation of the Oklahoma Public Employees Association, which at times were 20,000 members strong.Outside of the firm, Mr. Thompson volunteers at Iron Gate with his mother, serves as a baseball, football and softball coach, and delivers meals for Life Senior Services.Mr. Thompson earned his Juris Doctor from the University of Oklahoma College of Law in 1989. George was hired at Riggs Abney Neal Turpen Orbison & Lewis in the summer of 1988 as a second year law student, and brought on full time in 1989. In over twenty years with the firm, George’s experience includes nearly every type of law. He has extensive experience in all aspects of Civil Litigation including bench and jury trials in various Courts throughout Oklahoma, Federal District Court and US Bankruptcy Court.

D. Sharon Gentry is an attorney in the firm’s Oklahoma City office. She litigates matters in general civil litigation – from small claims to complex litigation, as well as personal injury – particularly automobile accidents and premises liability. She also practices in areas of social security disability and serves as the LegalShield Supervising Attorney for the Oklahoma City office.Of her most notable cases and successes, Ms. Gentry represented in State of Oklahoma v. R.J. Reynolds, State of Oklahoma v. Tyson Foods and State of Oklahoma v. Robert P. Skeith's practice is concentrated in the areas of real estate, banking, and business law. Robert has over 25 years' experience serving as counsel to financial institutions, real estate developers, companies and individuals in litigation matters, business formation and governance matters and in negotiating and documenting transactions. Robert also serves as outside general counsel to several Oklahoma financial institutions.Robert is admitted to practice in the Supreme Court of Oklahoma; United States Court of Appeals for the Tenth Circuit; and United States District Court for the Northern, Eastern and Western Districts of Oklahoma.

Gary W. Wood is an experienced shareholder in the firm’s Oklahoma City office. His areas of expertise include administrative law and criminal defense in federal, state and municipal courts, as well as expungements, pardons, paroles, representation of individuals before state and federal agencies.Mr. Wood has represented businesses and individuals in front of numerous state agency boards, including the Nursing Board, Funeral Board, State Board of Behavioral Health and Department of Human Services, among others He has also represented individuals in proceedings brought by the Oklahoma Health Care Authority in relation to claims for overbilling. On a federal level, Mr. Wood has represented individuals in exclusion hearings conducted by the Office of the Inspector General of the Department of Health and Human Services.Mr. Wood also has experience navigating Oklahoma multi-county grand jury proceedings, as well as jury trials in criminal, civil and personal injury litigation.Mr. Wood earned his Juris Doctor from the University of Oklahoma College of Law in 1995. Lisa practices primarily in Oklahoma and concentrates her practice in the medical malpractice field, although she handles a variety of catastrophic injury cases and other civil litigation matters, and has throughout her career. She serves on the firm's Executive Committee and Management Committee, and currently serves as the President of the Law Firm.

James D. Harvey Jr. is an attorney in the firm’s Oklahoma City office, where he practices criminal law and civil litigation. Prior to joining the firm, Mr. Harvey sat on the Delaware County and Ottawa County Community Sentencing Councils, and served as the Delaware County Contractor for the Oklahoma Indigent Defense System.Mr. Harvey earned his Juris Doctor from Oklahoma City University School of Law where he graduated in the top five percent of his class in 1996. He received his bachelor’s degree in political science from the University of Central Oklahoma in 1992.Mr. Harvey is a member of the Oklahoma County Bar Association the Oklahoma Bar Association. He is admitted to practice law in Oklahoma and Texas.

Ryan Assink, a 1997 graduate of the University of Tulsa’s Law School, has been with the firm since 2002.  Prior to joining the firm, Mr. Assink was the staff attorney for a Chapter 13 Trustee.  Mr. Assink practices in the area of bankruptcy and creditor’s rights and has experience representing bankruptcy trustees, creditors and debtors in cases under Chapters 7, 11, 12 and 13 of the Bankruptcy Code.  Since joining the firm, Mr. Assink has been involved in hundreds of bankruptcy cases and has been the lead attorney in approximately one hundred adversary proceedings.  Mr. Assink also has experience in seeking relief from the automatic stay and plan confirmation objections for local and nationwide lenders.  Mr. Assink is also an experienced foreclosure attorney and has represented lenders in over one hundred foreclosure cases.  Mr. Assink currently provides regular bankruptcy and foreclosure representation for several local and regional banks.

Sharon is licensed to practice in Oklahoma and is admitted to practice in all federal district courts in Oklahoma, in the United States District Court for the District of Colorado, in the United States Court of Appeals for the Tenth Circuit, the Eighth Circuit, and the Federal Circuit, and is admitted to the bar of the United State Supreme Court. In addition to the practice areas indicated above, Sharon has a thriving appellate practice in both State and Federal courts and in the United States Supreme Court.

Kristopher E. Koepsel is a shareholder in the firm’s Tulsa office. A skilled litigator, he navigates complex issues in the areas of business and commercial law, civil litigation, civil rights, employment and labor law, environmental law, government and politics, insurance and “bad faith”, medical and professional negligence, personal injury, product liability, real estate and transportation law.Mr. Koepsel obtained a Juris Doctor and Certificate in Resources Energy and Environmental Law from The University of Tulsa College of Law in 2001. He earned his bachelor’s degree in psychology and political science from Knox College in 1995. During law school he served as a summer associate for Riggs Abney and served as executive notes and comments editor for the Energy Law Journal.Mr. Koepsel is a member of both the Tulsa County Bar Association and the Oklahoma Bar Association. He previously served as an adjunct professor of a graduate course in legal aspects at Oklahoma State University. He was honored as one of The Journal Record's Most Admired CEO's in 2020.

Kiemonn is currently licensed to practice in Oklahoma and Texas. She has been the superivsing attorney and shareholder for the Oklahoma office since 2015 and has been with the firm generally since 1999. Additionally, she provides advice and counsel to LegalShield members on a daily basis. Kiemonn is also an Associate Municipal Judge for the City of Tulsa. She teaches Business Law and Paralegal Studies courses at Tulsa Community College.

Zac Hargis is an attorney with the Tulsa office of Riggs Abney. He is currently a supervising attorney over the firm’s Commercial Driver program (CDLP) with LegalShield. - Zac's depth of knowledge in matters of both state and federal regulation and the perspective he has gained from working as an advocate in the field brings value to commercial drivers and companies across the United States. He counsels clients on how to maintain CSA safety ratings and prepare for DOT compliance reviews from relevant regulation changes. His representative matters include: - • Advising a logistics company on a merger; • Representing commercial drivers before state courts in traffic cases and cargo violation matters; • Counsel and advisor to owner/operators regarding equipment agreements and broker payout disputes. - In his role as supervising attorney with CDLP, Zac works directly with Fred Rahal and the entire division to provide timely and efficient assistance with traffic matters, DOT compliance planning and remedies, as well as business formation and management issues. He also served as past counsel for Muskogee County Community Action Foundation prior to joining the firm.Mr. Webb earned a Juris Doctor from Washington University in St. Louis in 2003.
